what causes "max_gamestate_chars exceeded" ? i've been getting this alot on a few servers after looking nothing seems to be helping.

In the Jaymod 2.0 Manual, under 'changelog' it says:

"Optimized Jaymod configstrings to help alleviate the MAX_GAMESTATE_CHARS exceeded error." (c) 2005-2006

I wonder if this is server-side?

Certain maps cause this issue, baserace is one that comes to mind.

Quick rundown is, ET has a defined limit of "entitys" or "items" total that can be out at anytime, ammo and health packs, binocs, etc etc etc, once you hit that hard limit, wham, you get that error, we had tried scripting the amount of items out on baserace for example and still kept having issues, just the way it goes with this game and some maps.

few did say it was the server size, it kept happening on the fueldump on a 64man server but only 15-20ish were on at the time, later on a 20-20 it was on the oasis level.

Right, the amount of players times the items makes it get to the max char cap faster, I would say more then likely what your describing is something messed up with that server.

A common thing that drives a server over the edge is fiddling around with the ammo/health drops when a fops/medic dies. People like to jack those up with quickly creates tons of entitites.
