Looks like they are replacing the old rail ties with the new concrete ties to me. I have seen those sitting about in some on the yards here in Delaware, but never seen them being used.
Either way you are right about the minds of those guys. Wonder what the cost is of that rig.
I know the Irish, Chinese, and Black Slaves that built the first RR's in the US had those machines!!!

Reading the Wiki-link above makes me think John Henry's mother should be a legend in her own right! He is said to have weighed 33 pounds at birth and been born with a drill-hammer in his hand! (The drill hammer was to hit the end of a hand-drill bar for making blasting holes in stone for railway tunnels.)
